Resistors in a Ladder

Need to find R1, R2 ,R3, R4 subject to the 4 regions of Vin. In other words when Vin> 5: R2/RT>.7 and R3/Rt>.7 and R4/Rt>.7 When 4.8<Vin<5: R2/RT < 0.7, R3/Rt>.7 and R4/RT > .7 When 4.5<Vin<4.8: R2/RT< .7 R3/RT< .7 R4/RT > .7 etc. SO that R*/RT will be > or < .7 depending on the value of Vin. Please see attachment.
Arbitrary values can be assigned to some resistors as long as the conditions are satisfied. There would not be a unique solution to this problem.
